The Government participates in the 72nd Regular Session of the Inter-American Drug Abuse Control Commission

Mexico.- With the participation of the Ministry of the Interior, through the Justice System Support Unit (UASJ), the 72nd Regular Period of Sessions of the Inter-American Drug Abuse Control Commission (CICAD) was held. , which took place in Washington, DC, United States from November 8 to 11, 2022

The head of the UASJ, Crescencio Jiménez Núñez, participated in the panel ‘Generating institutional capacity for the design and implementation of alternatives to incarceration for drug-related crimes’. In this space, he stressed that drug policies focused exclusively on the criminalization of behaviors, criminalization and imprisonment, need to adopt an alternative public health approach, which must be based on scientific criteria and mainly on addiction care and the dependence.

Likewise, it pointed out that one of the figures that fit into this alternative perspective is the Therapeutic Justice Program that is promoted in Mexico, whose main objective is the rehabilitation of the accused person and their reintegration into society. It is a State policy for a socially vulnerable population that broke the law under the influence of psychoactive substances.

Finally, the advances of the Therapeutic Justice Program in Mexico were presented, which is increasingly more far-reaching. An example of this is that, through the Mexican Foreign Ministry, the UASJ of the Ministry of the Interior, has received from the Panamanian Organ of Justice, the request to share the experience to develop a program similar to ours in that country. The interest in the program indicates that there is a clear intention, increasingly shared, to find or build adequate alternatives to bring justice to the most vulnerable social sectors.

Participating in this event were 35 OAS member states, permanent observers, accredited civil society organizations, the Mexican Delegation, as well as public officials from Canada, the United States, and Costa Rica.
