Sullivan stressed that the delivery of the bombs is "critical" in the context of supporting Ukraine with weapons, at least while Washington increases its domestic production of artillery munitions.

Cluster bombs date from World War II and can be used in rockets, missiles, and artillery shells. After being thrown, they open up in mid-air, spreading many mini-bombs over a wide area.
Depending on the type of weapon used, the number of submunitions ranges from a few dozen to over 600.
Many countries have banned its use and production under the 2008 Oslo Convention, to which the United States and Ukraine are not parties.
