Diplomatic relations between Venezuela and Uganda were established on April 27, 1970.

He also met with directors of the Ministry of Energy and Mineral Development, headed by Ruth Nankabirwa Ssentamu, in order to expand cooperation in areas of strategic development for the people, as well as strengthen ties of friendship.

In addition, he held a meeting with the Ministers of State for Foreign Affairs, Henry Oryem Okello, and for Internal Affairs, Kahinda Otafiire, with whom he signed agreements for the elimination of visas in official, service and diplomatic passports, in order to facilitate communication. and binational cooperation.
