Man killed in shooting on I-95

A Virginia man died after a shooting on Interstate 95 Monday night that state police described as “directed and deliberate.”

The shooting began around 11:30 p.m. as a Ford Focus and an unknown vehicle were traveling north on the highway, police said in a news release.

The Ford stopped on the right shoulder near Ruffin Mill Road in Colonial Heights, and police said the unknown vehicle also stopped. One person got out and continued firing at the Ford. The driver of the Ford and a passenger fled and the unknown vehicle hit the road. The shooter left and was arrested a short time later, police said.

Police said Jamari Phillips, 21, of Richmond, was found dead in the back seat of the Ford. The fleeing passenger, a 22-year-old man, returned to the Ford once police arrived and was unharmed. Evidence suggests the driver was injured in the shooting, but police said they have not found him.

More than two dozen shell casings were collected at the scene and at least two different firearms were used in the shooting that appeared to be a “deliberate and directed act,” police said.
